Playing to his republican base, Giuliani plans to propose tax breaks for those who buy coverage on their own. His expectations are that his plan would more than double the number of people buying their own healthcare coverage.
Over and above the very poor, many of whom have access to Medicaid, are a very large group of uninsured who cannot or will not pay the costs of health insurance; a large proportion of these folks choose not to buy health insurance, preferring to spend what money they have on other needs. Giuliani's tax break plan, of up to $15,000 per family, could bring about a change in behavior and could make a major dent in this problem. It should not be dismissed too quickly. Bush had proposed something like this, but the democrats blocked the idea.
Time will tell if Giuliani's proposal gets some traction

It is important to recognize that the Republicans, whether you agree with them or not, offer real solutions to real problems.
The Dems just want to criticize some and criticize some more, but offer no solutions. They try to win on fear and anger. Dictators secure power in less sophisticated political environments this way, but it shouldn't work in our democracy.
